8 of June, 2010 in Moscow within the frameworks of the First Moscow International Halal Exhibition - Moscow Halal Expo 2010 organized by the Russian Mufties Council, the Center of Standardization and Certification "Halal" with the support of All-Russian Research Institute for the processing of poultry, with the assistance of the Joint meat company, companies "Sadat" and "Sumaya" a "Forum Halal Industry in Russia and the world" took place. Over 60 delegates from Russia, Kazakhstan, Britain, Germany, UAE participated in the Forum.
The Forum participants having heard speeches and reports of international Halal certification bodies, reports of organizers and producers of goods and services "Halal", of scientists, trade and catering business leaders marked:
Products and services of Halal industry is dynamically developing in many countries of Asia, Oceania, America and Europe.
Certification of Halal products and services in the world in general and Russia in particular is demanded and is conducted in compliance with relevant standards.
Development of Halal industry raises the prestige of Islam on a global level and in general promotes a healthy lifestyle.
At the same time the Forum participants state:
- there is no coordination among the certification bodies of the European region
- multiple standards "Halal" exist;
- non-challenging Muslims to trade and public catering on compliance with a reliable confirmation of the claimed properties of "Halal";
- weak dealer network of Halal products;
- insufficient information about the certification bodies, certified companies, products and services in the world;
- not in all countries the governments pay much attention to the Halal industry, they do not support small and medium-sized businesses, specializing in Halal products and services, do not build its policy in such a way as to ensure access to halal industry and commerce in the global halal market.
Results of Halal industry development in Russia show:
- the Centre for Standardization and Certification "Halal" ofCouncil of muftis of Russia and its regional bodies are required, authoritative among producers and consumers;
- legislative and regulatory framework allows Russia to carry out certification on the global level.
However, a number of reasons hamper the development of Halal industry in Russia:
- insufficient knowledge of Muslim leaders (imams, mufties)about modern production technologies, the order of its certification;
- lack of professional training programs in Islamic halal industry and public institutions;
- immaturity of the media;
- insufficient involvement of major businessmen in the Muslim halal business;
- imported halal products as a rule do not have certificates of conformity "Halal".
To address these and other issues it is appropriate to contact:
- Ministry of Economic Development, Agriculture, Industry and Trade of the need to develop a set of measures to organize traffic of imported products labeled "halal" on the territory of Russia.
- Department of Health and Social Development of the necessary of Rospotrebnadzor authorities to respond to treatment of Muslims in order to prosecute unscrupulous manufacturers and trading companies, selling products labeled "Halal" without a valid confirmation
- Ministry of Sport, Tourism and Youth Policy of the need to take the necessary measures to ensure the supply of food for athletes and fans who prefer "Halal" while organizing competitions.
- Ministry of Emergency Situations of the need to stockpile food packages with food "Halal" and use them in emergency situations in the regions with predominantly Muslim populations.
- The Ministry of Education with a proposal of joint development of teaching programs in specialized universities of Halal technology.
- Council on Islamic Education of the Rusian Mufties Council with a proposal to develop a training program in religious education of specialists with in-depth knowledge of the principles of "Halal" and their application in modern enterprises.
- Mufties Council with a proposal to entrust heads of the regional Muslim organizations to develop texts of Friday sermons (interviews, khutbah) about modern food, the Russian legislation giving the right of Muslims to reliable information about the products.
Another problem in the halal business that should not be underestimated, is that the majority of Muslim companies have arrangements with other companies that do not check them for halal in terms of Islamic finance, as in the market there are no proposals for audit contracts for halal activities.
Noteworthy are the following areas:
- Creation of Associatin of halal producers
- The organization of the club of Muslim businessmen, where entrepreneurs of various branches of all levels could overlap, meet, interact and share experiences .
- Publication of the journal, which would highlight the financial halal - projects and other news of financial life of the Muslim society in the country
- Improved accountability of retailers in storage and pre-sale preparation of halal products.
- Organization of a separate production line at the main producers of halal.
