Halal (Arabic for “lawful, legal, allowed”) is a term designating any object or an action which is permissible to use or engage in, according to Islamic law. It can be applied to virtually any sphere of human life: food, clothing, jewelry, cosmetics and perfumery, personal hygiene, recreation, entertainment, finance, human relations, the environment, work performed, disposal of the property, etc.
“Halal” food
“Halal” food means meat products manufactured according to a special technology, that provides gentle treatment of animals during slaughter, real absence of diseases (in an animal), that can harm human health, the most complete removal of blood in a natural way, following hygiene rules at all stages of production. For another types of products “Halal” means that there is no blood, pork, intoxicating and narcotic substances in the product and no contact with them at the time of production.
“Halal” services
“In the services sector “Halal” means the conformity of these services with the permissible activities and the upholding of the restrictions. Rendering of such services does not violate or contradict the outlook and beliefs of Muslims and is intended to help them in everyday life.
“Halal” in finance
The term “Halal” in relation to the financial sector implies the upholding of the following guidelines and limitations:
- prohibition of interest (usury);
- sharing of the benefits from profit and downside risks between the parties;
- prohibition of risky investments;
- prohibition of financing the activity, assets and production that are suppressed by the Shariah law.
The basis of halal financial relations is formed by trust partnership, in which the parties share all benefits and risks of the joint conduct of business.
“Halal” is a common term for all countries that is translated as “permissible”, “allowed”, “legal”. It corresponds to the concepts “Islamic”, “Muslim” and so on.
Confirmation (examination, certification) is a procedure of documenting by the independent third party (LLC “NUR”) of compliance of raw materials, additives, spices, products, production facilities, the funds used, transactions (business), services rendered, etc to the specified “Halal” requirements stated in the normative documents of the religious organization (the standard of the Russia Muftis Council “Halal – PPT – RMC”).
“Halal” certification is a primary means that guarantees compliance of products and services to the “Halal” requirements in a market economy.
The procedure is aimed by achieving the following goals:
- assisting the Muslim consumers in the competent choice of “Halal” products and services;
- Muslim consumer protection from dishonest manufacturer (seller, executor);
- confirmation of the information about compliance of the products and services to the standards of “Halal”;
- creation of conditions for organizations and entrepreneurs on the markets of Russia and CIS countries, as well as for participation in international economic, scientific and technical cooperation and international commerce.
“Halal” confirmation is a voluntary procedure.
“Halal” certification, according to the Law of Russia “On certification of products and services”, refers to a voluntary certification that means it is carried out on the applicants’ (manufacturers’, sellers’, executors’) initiative in order to confirm the compliance of the products and services to the requirements of the Russia Muftis Council standard..
“The voluntary certification “Halal” is conducted on the agreement between the applicant and the Centre of Certification of the Russia Muftis Council (LLC “NUR”) of the “Halal” Committees of the regional religious directorates.
Centre for standardization and cerification halal
The decision to establish such a center was motivated primarily by the growing need to create uniform norms, documents and rules that regulate the functioning of producers of goods and services compliant to the “Halal” brand.
Objectives of the Center:
- Development of “Halal” standards – independently and together with other developers.
- Review of the developed normative documents that result adopting a resolution for them with account taken of complying with the canonical requirements.
- Appeal to the legislative authorities with proposals for amending the existing laws to comply with the interests of Muslims in the provision of products and services that meet the “Halal” requirements.
- Appeal to the Government of the Russian Federation with a request to regulate the “halal” industry market.
- Organization of certification of products and services to comply with the “Halal” standard.
